サンジェイ・クマール・ヴァルマ駐日インド大使ご挨拶

10月2日に東京のインド大使館で行われたガンジー生誕150年周年祭での、サンジェイ・クマール・ヴァルマ駐日インド大使のご挨拶を掲載いたします。

日印協会の平林博理事長、栗原香織博士、日印文化交流ネットワークの山田一真（いっしん）代表幹事、立教大学の竹中千春教授、ディスカバー・インディア・クラブのラビンダー・マリク会長、ご来場の皆様、

こうしてガンジー生誕150周年記念行事にインドの友人の皆様とともに参加することができ、大変光栄に思います。

ガンジー思想の信条は、包摂的でグローバル、かつ実践的なものでした。彼は何かを考えるとき、自らや関係者の利益を優先する意図をもって、特定の人々をその思考領域から締め出すというようなことを、決してしませんでした。ガンジーは個人としての功績を残すよりも、社会全体の利益を作り出すことを好みました。彼が「グラム・スワラージ」について語るときは、村の特定の個人が権力を得るという意味ではなく、ガンジーは、村全体が力を得て、もっと大きく広いエコシステムと統合されることを願っていました。彼はユートピア思想を説くのではなく、自らが説く教えを実践し、社会全体の利益を作り出すことを好みました。彼は常に身をもって行動し、周りを引っ張っていったのです。

今日の世界を見渡すと、人々の心の中も、外の世界も葛藤に満ちています。個人も、社会も、かなえられない望みを抱え、不満が蔓延しています。このことは、最終的に、平和と調和の構築に悪影響を及ぼします。あるがままの自分を平和に受け入れられない人は、繁栄することはできません。自分を取り巻く環境を平和に受け入れられない人は、社会に平和を広めることなどできません。多様性に満ちたこの世界で、コミュニティで生きていくことの価値を理解できない人は、平和を推進する方法を見出すことができません。ガンジーは、このことを人々に理解して欲しいと望んでいました。より良い生活空間、より良い暮らしができる社会、より良い国、より良い世界を作っていくためには、この事を理解しなければなりません。

私たちがこの偉大な人物、インド建国の父を称えるとき、真実、市民的不服従、非暴力といった道徳が、まず想起されます。ガンジーは、誰でもわかる言葉でこれらの複雑な概念を説明したので、これらのシンプルな言葉は国民の心に自然と浸透し、ついには個人の人格を形作っていきました。彼は真実をもって神を定義し、非暴力をもって崇高な魂を定義し、シンプルな物の見方とアプローチを個人や社会に広めました。このガンジーの概念に関して言えば、日本は簡素を道徳としつつ「インテグラル・ヒューマニズム」すなわち全体的人道主義を擁護する国として発展した実例です。

ガンジーが非暴力について語るとき、それは服従という文脈ではなく、勇気の表現という意味を持ちました。彼は常に、「非暴力は弱者の武器にはなり得ない」と語っていました。他者の暴力的なアプローチに対し非暴力を行使するには、心が充分に強くなければなりません。ガンジーは、非暴力というものは、服を着たり脱いだりするように選んだり棄てたりするものではなく、人々の内面に浸透し、人格と融合し、本質にならなければならないと考えていました。

この会場にいる私たちは皆、ガンジーについてそれぞれ勉強し、知識もあると思いますが、今日、私は、ここにいる一人ひとりに、ガンジーの教えと思想の根底にあるものは何か、目的は何であるのかを改めて考えるよう、呼びかけたいと思います。

インド大使館は、マハトマ・ガンジー生誕150周年記念行事を日本の各地で主催してきました。この機会に、全国各地で記念行事を共催してくださった皆様に心からお礼を申し上げます。ガンジー生誕150周年をこれほどの規模で祝っていただいたことは、ガンジーの教えが日本の人々と国全体に広く受け入れられて
いることを示しています。

Ladies and Gentlemen,

It is indeed a great honour for me to be present amongst the friends of India on the occasion of the 150th Birth Anniversary of Mahatma Gandhi.

If one would revisit the tenets of Mahatma Gandhi’s philosophies, one would find it inclusive, global and practical. He never left out any human being having the intention of enriching oneself and others from his domain of thoughts. He always preferred creating social good as compared to personal and individual accomplishments. When he talked of Gram-Swaraj, he did not talk of any particular individual getting empowered, rather he favoured the entire village getting empowered and integrated the with larger and wider eco systems. He chose not to prescribe utopian ideas. His preferred creating social good through practical use of what he preached. He always led by example.

When one looks around in today’s world, it is full of conflicts, both internal and external. It is full of dissatisfaction and unmet ambitions both within an individual and in the society. This finally impacts on the construct of peace and harmony. A person who is not at peace with himself cannot prosper, a person who is not at peace with his or her surroundings will not be able to propagate societal peace. The person who does not understand the value of living in community, despite diversity will not be able to understand the ways to promote harmony. This is precisely what Mahatma Gandhi wanted us to understand. This was required then, and, this is required now, to have better living space, a better society to live, a better country and overall a better world.

No one can celebrate this great personality, Father of the Indian Nation, without giving him due credit for virtues such a truth, civil disobedience and non-violence. The simple ways in which he explained these complicated concepts to his countrymen allowed them to imbibe them so effortlessly that they became their personal characterstics. He defined God through truth, he defined a supreme soul through non-violence and he defined the simplicity of the outlook and approach of individuals and society. If we look at just this concept, Japan is very much an example of what could be expected from being simple but yet believe in integral humanism.

When Gandhiji talked of non-violence, it was not a discourse on submission, rather it was a display of courage. He always preached that non-violence cannot be a weapon of weak. One has to be internally strong enough to exercise non-violence against violent approaches by others. Non-violence was never considered by him as something which could be put on and put off like a set of clothes but it is something which has to be imbibed and internalised by the people. It should be so much fused with the personality that it becomes our nature.

All of us who are present in this auditorium would have known and read about Gandhiji, but today I would urge all of us to look at the basis and the purpose of his teachings and philosophies rather than just remember them.

On a factual note, the Embassy of India organized a large number of events commemorating 150th Birth Anniversary of Mahatma Gandhi at different places in Japan. I take this occasion to extend my deep appreciation to all our partners in Japan who chose to become a part of this larger celebration. This also shows the acceptability of Mahatma Gandhi’s teachings in and within the minds and hearts of our Japanese friends and indeed in Japan.
